New York’s congestion pricing plan will return with a reduced toll of $9, down from the original $15 for cars entering Manhattan below 60th Street during peak hours. The new plan is set to begin on January 5, 2025, and will offer discounts for low-income drivers and those entering Manhattan after 9 p.m. Governor Kathy Hochul paused the plan in June to support Lower Manhattan’s post-pandemic recovery. The tolls are expected to raise $15 billion to fund improvements to the MTA, including electric buses, station upgrades, and subway extensions. However, New Jersey’s Governor Phil Murphy remains opposed, continuing to challenge the plan in court.
